JENIN, West Bank /PNN / Israeli occupation forces “IOF” shot and killed two Palestinian men at point-blank range after they surrendered during a military raid in Jenin on Thursday, according to videos circulated online and accounts from Palestinian officials and human rights groups. The footage, which shows the men complying with soldiers’ orders before being executed, drew swift and widespread condemnation and is expected to trigger further international criticism.Videos posted on social media and broadcast by local outlets show Israeli soldiers shooting the two men at close range after ordering them out of a commercial storage room. The men, who appeared unarmed, were searched and instructed to return inside before being fatally shot, according to the footage.The Palestinian Ministry of Health said it was notified by the General Authority for Civil Affairs that Montaser Billah Mahmoud Qassem Abdullah, 26, and Youssef Ali Youssef Asa’sa, 37, were killed in the Abu Dhahir area of Jenin and that Israeli forces were withholding their bodies.Local residents said an undercover Israeli unit raided the neighborhood, followed by heavy military reinforcements around the perimeter of Jenin refugee camp. Witnesses reported that “mustaaribeen,” or undercover Israeli forces disguised as Palestinians, surrounded a home, fired live ammunition at it and used air fire support. An Israeli military bulldozer then tore open the building’s main storage entrance, forcing the two men out before they were killed.Palestinian factions, rights organizations, and political groups denounced the killings as an extrajudicial execution of civilians who had surrendered. The PLO’s Human Rights Department, the Palestinian National Initiative, and several Palestinian rights groups called for international action and accountability, saying the incident adds to a long record of violations in the West Bank and Gaza Strip.The Palestinian Prisoners’ Society said the killings amounted to a war crime and a crime against humanity. Its director, Abdullah Al-Zaghari, said the executions were part of a “systematic and escalating policy” of field killings carried out by Israeli forces — including assassinations, on-site executions, and what he described as “slow death” inside Israeli prisons.Al-Zaghari said both victims were former detainees and that one of them was the brother of Khaled Abdullah, a Palestinian prisoner who died in Israeli custody in March. He warned of a sharp rise in such killings since the recent war, accusing Israeli forces of targeting Palestinians during arrest attempts. The group said the men were brought out with their hands raised, then ordered back inside and shot at point-blank range.Yuli Novak, B’Tselem’s executive director, said the killing was “the direct result of a rapidly intensifying process of dehumanizing Palestinians and a total disregard for Palestinian life by the Israeli regime.”“There is no mechanism in Israel capable of stopping the killing of Palestinians or holding those responsible to account,” Novak said. She added that the absence of accountability obligates the international community to end Israel’s impunity and prosecute those responsible for what she called a criminal policy targeting Palestinians.B’Tselem noted that since December 2023, Israeli forces and settlers have killed more than 1,000 Palestinians in the West Bank alone, saying soldiers and settlers involved in such killings enjoy “complete immunity” from Israeli authorities.
