European Ministers Condemn Surge in Settler Violence, Urge Israel to Reverse Settlement Expansion
PARIS /PNN / The foreign ministers of France, Germany, Italy and the United Kingdom on Thursday condemned what they described as a sharp rise in settler violence against Palestinians, warning that unrest in the West Bank threatens efforts to stabilize Gaza and advance long-term peace.The ministers said attacks by Israeli settlers reached “new heights” in October, citing U.N. humanitarian data reporting 264 incidents — the highest monthly total since the United Nations began tracking such cases in 2006.“These attacks must stop,” the ministers said in a joint statement. “They sow terror among civilians, undermine ongoing peace efforts and ultimately damage Israel’s own long-term security.”The four governments urged Israel to meet its obligations under international law by protecting Palestinian residents in the occupied territories. They welcomed recent condemnations of settler violence by Israeli President Isaac Herzog, Prime Minister Benjamin Netanyahu and senior military officials but said those words “must be translated into action.”“We urge the Government of Israel to hold those responsible to account and to prevent further violence by addressing its root causes,” the statement said.The ministers also welcomed President Donald Trump’s “clear opposition to annexation” and reiterated their own rejection of any form of Israeli annexation of West Bank land — “whether partial, total or de facto” — and of settlement expansion in violation of international law.They pointed to Israel’s approval in August of the E1 settlement plan, a project critics say would sever the northern and southern West Bank. More than 3,000 housing units have been advanced in the past three weeks, they said, bringing the total number of approved units this year to 28,000 — the highest on record.“We call upon the Government of Israel to reverse its policy,” the ministers said.The statement also criticized Israel’s continued withholding of tax revenues owed to the Palestinian Authority, calling the move “unjustifiable.” The ministers urged Israel to release the funds, restore correspondent banking arrangements between Israeli and Palestinian banks and allow increased transfers of shekels into Palestinian financial institutions.“These steps are essential for Palestinian citizens and for the PA’s ability to provide public services,” they said, warning that a financial collapse of the PA would undermine regional stability and “harm the security of Israel itself.”The ministers reaffirmed their commitment to a negotiated two-state solution with Israel and an independent, democratic and viable Palestinian state living side by side in peace and security.“There is no alternative to a negotiated two-state solution,” the statement said.
