Jerusalem / PNN / The Jerusalem Governorate has described the approval by the so-called Israeli Knesset Foreign Affairs and Defense Committee of a proposed law to “abolish discrimination in the purchase of real estate” in the West Bank as a dangerous legislative assault and a direct overturning of the legal status of the occupied Palestinian territory.In a statement issued on Thursday, the Governorate explained that this step comes as part of a systematic effort to impose new legal realities that undermine the existing legislative framework in the West Bank, including Jerusalem, and to transform colonial control into an organized ownership system managed through administrative and legal channels that serve the annexation project and expand permanent colonial presence.The Governorate affirmed that this legislation constitutes a clear Israeli attempt to dismantle the existing legal structure and replace it with Israeli law, in blatant violation of Palestinian legal and legislative jurisdiction, while legitimizing direct settler ownership. The proposed law introduces a new property-transfer system that contradicts national laws and opens the door to the use of forged documents or fraudulent sales contracts to claim Israeli ownership.The Knesset’s Foreign Affairs and Defense Committee, chaired by MK Boaz Bismuth, approved the bill last Tuesday. The proposal was introduced by MKs Moshe Solomon, Limor Son Har-Melech, and Yuli Edelstein, and passed with four votes in favor and no opposition. The law seeks to annul the 1953 Jordanian law regulating the leasing and sale of property to foreigners in the West Bank, which had prevented the transfer of land ownership to non-Palestinians and non-Arabs.The Jerusalem Governorate explained that repealing the Jordanian leasing and sale law constitutes a flagrant violation of international law and contravenes the Fourth Geneva Convention, which prohibits an occupying power from altering existing laws in occupied territory. It also represents a clear breach of UN Security Council resolutions, foremost among them Resolution 2334, which affirms the illegality of settlement activity in all its forms.It added that this legislation carries extremely dangerous legal and political implications, as it paves the way for de facto annexation by transferring the property-ownership system to Israeli legislation. It directly undermines Palestinian legal authority over land and property and threatens Jordanian custodianship over Islamic and Christian endowments, including Al-Aqsa Mosque. Furthermore, the law weakens the Palestinian National Authority’s legal and administrative powers in the West Bank and diminishes any prospects for establishing an independent, viable Palestinian state.The Governorate stressed that the objective behind this legislation is to deepen colonial control over the land, entrench the presence of settlers through expanded individual ownership, alter geography and demographics, and undermine the foundations necessary for the establishment of a Palestinian state—within a systematic political and legal framework aimed at imposing full Israeli sovereignty over the entire Palestinian territory.It called on the United Nations and the UN Security Council to take urgent and effective steps to stop this legislation before it comes into force. It also urged international parliaments and human rights bodies to expose its dangers and recognize it as part of a political process designed to dismantle the legal protections safeguarding Palestinian rights to land and property. The Governorate further called on the United States and the European Union to pressure the Israeli government to halt this measure, which threatens security and stability and undermines any prospects for a just political solution.The Jerusalem Governorate emphasized that these laws and measures will not grant the occupation any legal or political legitimacy, that Palestinian rights to the land remain firm and non-negotiable, and that the Palestinian people will continue their steadfastness and defeat all colonial projects targeting their existence and national rights.
