Canada and China move to deepen engagement after high-level talks
Canadian Prime Minister Mark Carney said relations between Canada and China are moving toward a more stable and constructive footing following high-level discussions with Chinese Foreign Minister Wang Yi, who is visiting Canada for the first time in nearly a decade.
Carney said the talks focused on expanding cooperation and creating new opportunities for engagement, describing them as a continuation of progress made during his visit to China earlier this year. He said both sides were working to strengthen bilateral relations despite longstanding differences on several sensitive issues.
Wang’s three-day visit included meetings with senior Canadian officials and discussions on a broad range of topics, including trade, diplomatic relations and regional issues. According to Canada’s Foreign Ministry, the two sides also addressed consular matters, foreign interference concerns, forced labour allegations and human rights issues.
Both countries agreed to institutionalize annual foreign ministers’ meetings through a high-level diplomatic and strategic dialogue mechanism, a move officials said could help improve communication and manage disagreements more effectively.
Relations between Canada and China have faced significant strains in recent years over issues including trade restrictions, allegations of political interference, the detention of citizens from both countries and broader geopolitical tensions. Diplomatic exchanges between Ottawa and Beijing declined sharply after the arrest of a senior Chinese technology executive in Canada in 2018.
China remains one of Canada’s largest trading partners, and businesses in both countries have continued to advocate for greater economic cooperation despite political disputes. Analysts say efforts to stabilize relations reflect growing recognition in both capitals of the importance of maintaining dialogue amid an increasingly complex global environment.
The talks also come as China seeks to strengthen engagement with Western countries while facing strategic competition with the United States and its allies. Canada, meanwhile, has been balancing economic ties with Beijing against security concerns and commitments to its partners in the Indo-Pacific region.
While significant differences remain, officials from both countries described the latest discussions as a step toward rebuilding channels of communication and reducing tensions through regular diplomatic engagement.
